Introduced the idea of a new project.
January 4-5 Telsiai guests from Telsiai county's partner - Steinfurt county (Germany) visited Telsiai. On the first day of staying Irina and Bernhard Ahlersai noted the Telsiai County Governor's administration. Here the guests, representing civil society organization "KAJA", were met by the Telsiai County governor Vidimantas Domarkas, Deputy Governor Jurgis Stasevicius, Telsiai County secretary Vaclovas Vaicekauskas and Head of Regional Development division Julijana Gnadl.

On the 1st December Ukrainian delegation headed by the Public Law Institute's vice president, project “Cooperation of business associates and government structures to achieve common source of economic hardship goals (as a model of Telsiai and Ukraine regions)” head (Ukraine) I.A. Dehtyarova visited Telsiai County Governor Administration.

Four-years partnership anniversary in Germany .
On 21-27th October 2009 the delegation of Telsiai county governor administration visited Steinfurt county. The official delegation was led by Telsiai county governor Vidimantas Domarkas. Head of Regional Development division Julijana Gnadl, Deputy Head of Accounting and Finance division Albina Valskienė, Chief officer of Personnel Division Dainora Minelgienė, Head of Land Reform division of Land Survey department Saulius Lesciauskas and Chief officer for rural affairs and melioration Ricardas Kranauskas had the possibility to know about the German system, the performance of their functions and character of work, the younger generation of preparation work of the county administration and other issues.
